印尼和巴西外交关系解冻

Brazil has agreed to accept credentials from Indonesian ambassador-designate Toto Riyanto after the country’s president decided to meet with the envoy, a move that could end the diplomatic row ascribed to Indonesia’s execution of a Brazilian drug trafficker in January.

Speaking after a meeting with her Brazilian counterpart Mauro Vieira on Tuesday, Foreign Minister Retno LP Marsudi said that Toto could present his credentials to Brazilian President Dilma Rousseff in October.

“I haven’t been able to confirm yet, but he [Vieira] is trying to schedule the next credentials presentation around October,” she said at the UN headquarters in New York.

Retno said Toto should have presented his credentials on Sept. 3.

“Indonesia was on the list [of countries whose ambassadors were supposed to present their credentials on that date] but then it was decided that the plan had to be postponed due to the political situation [in Brazil] and budget and legislation problems with the parliament,” she said.

Retno said that the postponement affected not only Indonesia, but other countries on the list as well.

“Indonesia was the first [country] to be contacted and was told that there was a postponement that applied to all ambassador-designates who would present their credentials,” she said.

The gesture signaled that Brazil had no more qualms with Indonesia’s stance on the death penalty, after the Indonesian government repeatedly rejected pleas from countries such as Australia, France and Brazil to spare their citizens from execution.

She acknowledged that the relationship between both countries was strained after Toto was snubbed in a ceremony to accept his credentials organized by the Rousseff’s office in February.

“We know that there’s a hiccup in our bilateral relationship and both foreign ministers agreed to mend the strained relationship. This hiccup is related to the execution. For Brazil, this is a surprise because they don’t apply death penalty and so to have their citizens executed is a hard thing to go through. But they have to understand about Indonesian law,” said Retno.

The refusal of Toto’s credentials took place only four weeks after the execution of a Brazilian national Marco Archer Cardoso Moreira at the Nusakambangan prison island off the coast of Central Java for drug smuggling in January.

In February, the ministry said that Jakarta could not accept the postponement because Toto had been invited to the ceremony.

Jakarta then summoned the Brazilian ambassador to Indonesia “to convey our strong protest against [Brazil’s] unfriendly act”, according to Retno.

After the execution of Morerira, Rousseff immediately recalled the Brazilian ambassador to Indonesia. Another Brazilian national, Rodrigo Muxfeldt Gularte, was executed in April.

According to a statement issued by the Brazilian foreign ministry after the second execution, Rousseff sent a letter to Indonesian President Joko “Jokowi” Widowo, calling for the suspension of the death penalty.

“Unfortunately, the Indonesian authorities have not been sensitive to this essentially humanitarian appeal,” the statement said. “The execution of a second Brazilian citizen in Indonesia, after firing Marco Archer Cardoso Moreira, on January 18 this year, is a serious event in relations between the two countries.” - See more at: http://www.thejakartapost.com/news/2015/10/01/ri-and-brazil-unfreeze-diplomatic-tensions.html#sthash.4wGQgmM7.dpuf
