据《雅加达环球报》3月16日雅加达报道:在打车软件运营商优步和抢车遭到大规模抗议活动并要求对其禁止后,通信部长将于周二(3月15日)传唤这两家公司。
通信部长Rudiantara表示,他将与优步和抢车公司的代表召开会议,并且交通部长会对打车软件拟出法规。
Rudiantara周一(3月14日)在雅加达说:“我们将邀请抢车和优步。我们也将和交通部长讨论该问题。”
周一,首都大约2000名公共交通运输的司机举行大规模抗议活动,他们要求政府禁止互联网交通公司,在这一背景下召开这次会议。反对者声称打车软件没有遵守2009年颁布的道路交通法。
司机抱怨打车软件造成传统服务的顾客数量锐减,并导致收入减少。
法律目前不认可打车软件作为合法的交通运输服务,优步和抢车现在也没有纳税。
通信部长Rudiantara已经收到来自交通部长的正式信件,信上要求通信部张限制打车软件。
Rudiantara拒绝了这一要求,他建议可以“用一种创新的方式”解决该问题。他说他会要求优步和抢车遵守目前的交通法,包括对每辆车进行适于行驶的测试。
国务卿Pratikno要求通信部张评估提案,并审查管理打车软件的法规进行审查,把解决方案提交给佐科总统。
Pratikno说目前的交通法需要变得更加公平和完善以适应当前数字时代的竞争。
自从被引进雅加达市场以来,打车软件就了引发争议。去年十一月,Ignasius向执法机关提交信件,声称优步和所有打车软件都应被禁止。该行为很快就遭到公众和其他政府成员谴责,总统也在数小时内否决这一提案。
Jakarta. The Ministry of Communications will summon ride-sharing applications Uber and Grab on Tuesday (15/03) following large-scale protests demanding bans on the web-based companies.
Minister Rudiantara said he would hold a meeting between representatives of Uber and Grab and the Transportation Ministry to settle ride-sharing app regulation.
“We will invite Grab and Uber. We will discuss this problem with the Transportation Ministry as well,” Rudiantara said in Jakarta on Monday (14/03).
The meeting follows a large-scale protest in the capital on Monday, which saw around 2,000 public transport drivers demand the government ban web-based transport companies. Protestors claimed the apps fail to comply with the 2009 law on Road Traffic.
The drivers complained the apps had caused a significant decline in customer numbers for the traditional services, resulting in a loss in income.
The law does not currently recognize ride-sharing apps as a legitimate transportation service, with neither Uber nor Grab currently paying taxes.
Rudiantara the Communications Minister has received a formal letter from Transportation Minister Ignasius Jonan, requesting the ministry block the apps.
Rudiantara declined the request, instead suggesting the issue could be resolved "in a creative way." He said he will ask Uber and Grab to comply with current transportation regulations, including conducting roadworthy tests on each vehicle.
State Secretary Pratikno has called on the Communications Ministry to assess the proposal and review the regulations governing the applications, with the findings to be reported to President Joko Widodo.
Pratikno said current public transportation regulations need to be tweaked to be fairer and better equipped to evolve with competition in the digital age.
The apps have been a source of ministry confusion since their introduction into the Jakarta market. In November, Ignasius issued a letter to law enforcement stating all Uber and app-based motorcycle taxi services are banned. The move was quickly condemned by the public and other members of the government, with the president overruling it within hours.
